WCBOO is proud to support the Fran Mitilieri Foundation Scholarship. Recipients of this award will receive a one-year membership in WCBOO for the 2023-2024 basketball season, including all educational materials and access to members-only events, and the WCBOO U course.  This course is powered by IAABO University and is the leading online learning platform for learning and understanding the rules, mechanics, and officiating philosophies specific to Women’s Collegiate Basketball.  The Fran Mitilieri Foundation Scholarship is another way that the members of WCBOO can give back to the officiating community and make it easier for aspiring young officials to begin their careers on the court.

Fran, an IAABO Life Member, taught girls’ basketball officiating classes in Staten Island, New York and trained many officials who have gone on to very successful collegiate careers. Her most notable student is Joe Vaszily. Fran’s basketball officiating accolades include being a licensed USA Basketball official, women’s Division I collegiate official, boys’ and girls’ high school official, Catholic Youth Organization official, member of the Amateur Athletic Union girls’ national officiating staff, and officiating men’s leagues. A USA Basketball official, Fran worked the 1994 Women’s Olympic Team Trials in Colorado and officiated the girls’ AAU National Championships at numerous sites across the country. She served the Public School Athletic League (PSAL) in New York City as the Staten Island boys’ and girls’ high school basketball borough supervisor and assignor. In 2019, Fran made history when she assigned two qualified female officials to a Staten Island boys’ high school varsity basketball game.
